Special U.S. envoy apologizes for sinking of Japanese trawler

U.S. Adm. William Fallon, who was dispatched to Japan as a special envoy of President George W. Bush, meets with Japanese Prime Minister Yoshiro Mori Tuesday to deliver a signed letter from the president apologizing for the accidental sinking of a Japanese fishing boat, which killed nine Japanese fishermen.
