President-elect George W. Bush of the United States, right, introduces retired Gen. Colin Powell as the nominee to secretary of state during a ceremony in Crawford, Texas, Saturday. Powell served as chairman of the Joint Chiefs of Staff under President George Bush, father of the president-elect. Powell is the first African-American nominated as secretary of state.
