Decisive Bush

U.S. President George W. Bush supported the policy of the U.S. Department of Defense, which excludes anti-war countries from bidding on Iraqi reconstruction business.

While Donald Rumsfeld, secretary of the U.S. Department of Defense, is smiling, Collin Powell, U.S. secretary of state who wants cooperation from anti-war countries for the Iraq department arbitration work at the end of this month, looks nervous.
