Kwak Sang-do, the nominee for senior presidential secretary for civil affairs, walks behind President Park Geun-hye on Monday in a ceremony to give appointment certificates for the presidential chief of staff and senior presidential secretary. Despite criticism of Kwak for a series of failed personnel appointments, President Park saw to it that he was sworn in.
