On what basis did President Vladimir V. Putin (photo) assert in the meeting with American journalists at the Kremlin on 18th, that the missiles of North Korea cannot be threats to the national security of the U. S.?
President Putin, first of all, pointed out the technological level of the so-called rogue states, to which the U.S. has designated. Even though North Korea has possessed the highest level of technology among those countries, its missile technology has been based on the Scud missile system of the former USSR.
The Scud missile system bases its technological foundation on the German rocket technology which was developed during the World War II, hence it has certain limitations for technological upgrade, and furthermore it has reached its current limitation, Putin concluded. That is, although the rogue states such as North Korea may enlarge the size of the Tanks or increase the their number, they cannot but face the limitations to the technological upgrade.
President Putin compared such limitations to the process of shoemaking. To develop the new generation of missile is the same as to produce a new level of shoes. Totally different materials are needed to produce totally new products. Hence, he stressed that ``although it may be possible to apply the existing technology to broader sphere by using certain constituent elements, the considerations in the new level are required to develop the technology with new concepts. Furthermore, there is nothing to be said for the missile attack system``.
Above all, new materials and new fuels are needed, and the provable expensive system and the huge amounts of the additive equipments to complete the whole program are required in order to develop the innovative new missile technology, added Putin. And even if these pre-conditions are prepared, all efforts will be in vain without the scientific foundation and the economic level to support for the development of new missile system.
Consequently, the economic growth would be a necessary condition for the development of new missile system. But the so-called rogue states including North Korea has been underdeveloped, and it will take a couple of decades for those countries to achieve the economic growth necessary for the development of new missile system.
