UN Recommend Korean Gov`t To Measure Private Educational Expenses

A UN human rights committee recommends the Korean government to take measures to deal the excessive private educational expenses. The committee on the economic, social, and cultural rights of the UN presented May 11 its final evaluation paper, which reviews the 2nd regular reports of Korean government to the committee. The UN evaluation report points out, ``Less qualified public school education urges parents to consider the supplementary private education.``

The committee also recommends, ``The Korean government need to develop plans to strengthen the educational system, suitable to its economic development.`` The committee also advises that Korea need to review the function and quality of Korean public education and move to reduce the excessive private educational expenses of the lower income bracket.

The committee, to increase human right situation in the world, monitors the implementation of the agreement on the economic, social, and cultural rights (A agreement). The UN committee also makes recommendations, based on the reports from the 135 member countries and the information of the UN organizations, and publishes the recommendation reports in public.

In addition, the committee urges in the evaluation report that the South Korean government needs to restrain excessive utilization of public forces. The committee points out that excessive police power was utilized to dismiss the union rallies, which had been caused by a massive lay-offs and high unemployment rate. Even though the strikes of unions are illegal, according to the report, it is `definitely unacceptable` that the Korean government considers the desperate strikes as crimes.

The evaluation paper includes 13 recommendation to Korean government such as reevaluation of the position of irregular employees, guarantee three laborer’s rights for teachers and government officials, establishment of a governmental organization for housing support.
