Monitoring for seat belt use

Police officers check for drivers not wearing seat belts Monday in front of the Central Government Building on Sejong-ro in downtown Seoul. A survey showed that some 90 percent of drivers had buckled up, although some arguments were reported with taxi drivers who were ticketed for failing to insist that their passengers fasten their seat belts.
