Lee Gyu-ho (center), an ethnic Korean and former Chinese public security officer, testifies about physical abuses at China’s detention facilities Wednesday in a news conference in front of the Chinese Embassy in central Seoul. Clad in a Chinese public security officer’s uniform, he said he was involved with using electric shocks and beating a North Korean defectors while serving as a public security officer in Shenyang in 1996. “China tortures even foreigners if it considers them a harm to the Communist Party,” he claimed.
