On November 20, James Kelly, the U.S. Assistant Secretary of State for East Asian and Pacific Affairs (right), started a conference set for two days with the Korean government in order to discuss the second six-way talks. Kelly and Thomas C. Hubbard, the U.S. Ambassador to the Republic of Korea (center), synchronized the time to their watches. They attracted attention as they were smiling.
