Seven local public corporations, including Deajeon City Urban Development Public Corporation, have been pointed out by The Board of Audit and Inspection as they disregarded the open employment principle and adapted a mass special employment policy from 2000 to last year.
For example, the Gangwon-do Development Public Corporation was revealed to have employed an applicant who was sentenced to one years imprisonment in a grade 3 technical position.
The seven local public corporations had employed 802 staff members for three years since January 2000 to December 2002, among them 526 (70%) of which were specially employed, the Board of Audit and Inspection revealed according to the inspection of management improvement for local public corporations which was carried out from April to May.
According to the Board of Audit and Inspection, Parking Facility Management Public Corporation, Chungju city Chungbuk province, employed 13 people especially during this period. The special employment rates of other local public corporations are: Deagu City Environment Facility Public Corporation 91% (281 special employment among 310), Gyeonggi Province Seongnam City Facility Management Public Corporation 65% (129 among 200), △Deajeon City Urban Development Public Corporation 65% (52 among 80), and Gyeongnam Province Changwon City Cycling Race Public Corporation 58% (74 among 127).
Even though a special employment is a desirable method to restrict to certificate holders when there is a proper reason, these public corporations specially employed people regardless of the personnel policy, the Board of Audit and Inspection pointed out.
