A survey that measured the levels of economic bureaucracy in Asian countries marked Korea as the third lowest, after Singapore and Hong Kong. In the survey 6 years ago, Korea was one of the lowest rankers, whose bureaucracy was severe.

According to the bureaucracy index of Asian countries announced by the Singaporean private research institution, Political and Economic Risk Consultancy (PERC), Singapore marked the lowest grade of 3.10 points and Hong Kong earned 3.64 points, and these two nations were the only ones that passed the survey standards. Korea recorded the third lowest index with 5.50 points.

Higher index means the abuses of bureaucratic economic systems are worse. After Korea, followed Taiwan (6.17), Malaysia (7.0), Japan (7.0), Thailand (7.89), China (8.0), Vietnam (8.13), Philippines (8.18), Indonesia (9.33), and India (9.50). PERC reported, "Recently, Korean high officials and politicians earnestly accepted the need for stimulation of corporation activities, and promoted legislation for improvement of restriction environment, striving for post-bureaucracy."

It, however, pointed out that Korea, Taiwan, and Malaysia still have tendency of bureaucracy in restriction aspects of human institution, and therefore, it might upset business activities.
