The Grand National Party raised a behind-the-scene agreement theory, insisting that Kim Yoon-Kyu, Hyundai Asan CEO, handed over an additional certificate to the North in addition to the agreement on the overland route of the Mt. Keumgang Tour between Hyundai Asan and the Asian Pacific Peace Committee of the North.

Kwon Chul-Hyun, the spokesperson of GNP revealed a copy of the certificate including tour articles, insisting that ``Hyundai Asan did not open an additional certificate to the public when it had revealed the three articles of the agreement. The certificate must be a behind-the-scene agreement related to the tour premium of the Mt. Keumgang Tour.``

Spokesperson Kwon also indicated that ``Hyundai Asan and the government had agreed on the governmental support for the tour premium,`` pointing out the article 2 that ``Hyundai Asan guarantees the payment of the delayed tour premium for the period from February through May during June 21 through 30.``

Mr. Kwon also asserted that ``the article 1, that is, the efficacy of the previous agreement on the tour project premium on October 29, 1998, and the article 4, that is, both sides will continuously discuss about the issues raised in relation to the article 1 of the agreement on June 8, imply the potential overturn of the current agreement, which regulates the payment by the numbers of the tourists through the overland routes.

Spokesperson Kwon also said that ``the article 3, in which the South promises to support the North with the construction materials for a gymnasium from June, is likely an additional price for the overland tour. The government and Hyundai Asan must apologize for the cover-ups to avoid the public criticisms.``
