Seoul city unveiled a cyber congress for foreigners on its Internet website to collect their opinions on the development of the city.
A spokesman said that the cyber congress opened Thursday in the ``Seoul Talk¡¯¡¯ room on the city¡¯s English-language website (www.metro.seoul.kr) to provide a space for discussion and exchange of opinions on the city administration.
The cyber congress is operated under a bicameral system that includes House of Representatives and Senate. The senators are 21 foreigners, including diplomats, who were entrusted with the task of monitoring the city administration. The representatives are 12 foreigners who received prizes in the cyber debate held in September last year. The cyber congress also has a gallery.
The cyber congressional members and audiences can post opinions, recommendations and plans to improve city administration in response to topics designated every quarter by Seoul city in English or Korean.
The opinions of the gallery will be reviewed by the House and the opinions of the senators and representatives by the Senate.
The adopted opinions will be automatically sent to the relevant offices to be used as one of the reference materials for deciding city policies.
