Nat`l police chief resigns

National Police Agency Commissioner Cho Hyun-oh offers to step down Monday in the wake of a poor response to an emergency phone call from a woman who was kidnapped, raped and later murdered. He issued an apology at his office in Seoul, saying he will take responsibility for the incident.
