Base Site Zoning Guidelines Announced

The establishment of factories and schools in an area bigger than 500 m² are allowed in the area that U.S. army returns to Korea.

The government approved a new act called, “The support special law about charter areas and adjacent areas” in a cabinet meeting on August 29.

The government appointed 326 districts of 13 cities and 65 minor cities as the nearby area of the charter area, and is promoting an integrated development plan and employment stability in the area.

The charter area is the land rented to the U.S. Eighth Army stationed in Korea to support residence, facilities and training of U.S. troops. 43,978 acres of charter area will be gradually returned to Korea starting with 33,554 acres this year. The charter area ranges over 22 areas in Suwon, Seong-nam, Goyang of Gyeonggi Province and Incheon.

The charter area is exempted from the Seoul Metropolitan Area Readjustment Planning Act when building high-tech factories bigger than 500m² even though the factories are placed in Growth Management Zone or Congestion Restraint Zone. The business types of high-tech factories are limited to 61 kinds of goods such as machinery manufacturing semiconductors, robots for industrial use, medicines and others.

Moreover, the establishment and increase in schools in the area are exceptionally allowed; the establishment and increase were restricted before in the metropolitan area to prevent population concentration. The requisites for designation of foreign investment zones are also remarkably alleviated. More than 30 million dollars are to be invested in foreign investment zones according to the Foreign Investment Promotion Act but investment will be allowed in the charter area when the amount is more then 10 million dollars.

The government plans to support local governments with 60~80% of budget when the local governments purchase a charter area and develop parks, roads or streams. The estimated purchase of land by local governments is about 2,042 acres, or 1,300 billion won. The government would bear 900 billion won, when it supports about 70% of the budget.
