Chinese Public Security Department Countering with Mobile Phones

This is a text message sent by Shanghai’s Public Security Department to its citizens on April 15. It says, “According to the law provisions, street demonstrations should be held with the authorization of the government, and the patriotic passion of the masses should be expressed rationally and in an orderly manner.”
