Foreign Affair`s Department of North Korea argued, “If the U.S. brings the current nuclear issue into the U.N to advantage its name, we would be forced to use a necessary measure under any possible emergency situation” in a statement released on April 30th by its Central News Agency. The Department also added, “It would become clear that our decision is neither a threat nor blackmailing. Whether to eliminate nuclear weapons on the Korean Peninsula totally depends on the U.S. pocliy”. However, the North did not clearly announce what kind of action it would take under emergency. The statement can be interpreted that the North has an intention to respond with a strong measure in case the U.S brought the nuclear issue related with the North Korea to the U.N. According to the statement, “The U.S. has already defined the North Korea as one of evil axis that should be targeted by preemptive nuclear attacks. That is why we had to hold proper deterrent measures to take any necessary actions against the U.S.” The Department said, “As small a nation as we are, it cannot be a threat nor blackmailing to have a deterrent power. On the contrary, having such weapons is fair means to defend ourselves.”
