It has been certain that the International Atomic Energy Agency (IAEA) will pass on the issue of North Korea`s violation on the nuclear security management agreement to the UN Security Councils by holding a special committee meeting in Vienna, Austria, in the afternoon of 12th (dawn of 13th in Korea).

If North Korea still doesn`t execute the nuclear security responsibilities even after the nuclear issue gets passed on to the UN Security Councils, the UN Security Councils will enter into a process to discuss the restraint plan including the economic restraint on North Korea at the UN level.

On the Resolution selected by the 35 executive countries, IAEA clarified, “We express a `deep concern` that North Korea who has declared a withdrawal from the Nuclear Non-Proliferation Treaty, did not cooperate with us to judge whether North Korea will extensively use the nuclear substance as weapons.”

The Resolution emphasizes that “It is inevitable for IAEA to pass the issue on to the Security Councils since this non-cooperation of North Korea is a clear Non-Compliance to the nuclear security responsibilities. However, we hope North Korea will change its attitudes to solve this nuclear crisis peacefully through diplomatic methods.”

“All the possible efforts of IAEA and mine to persuade North Korea to execute the nuclear security responsibilities have now ended,”stated Mohamed ElBaradei, the Director General of IAEA.

However, he also stated, “Even if the North Korea`s nuclear crisis gets passed over to the UN Security Councils, the economic restraints won`t be discussed right away. We anticipate that the UN Security Councils also will first search the diplomatic settlement method.”

IAEA had a special committee meeting on the 6th of last month and warned, “We will give `one chance` for North Korea to execute the nuclear security responsibilities.”
