China Decided to Establish the Immigration Law on Investment and Technology

Xinhua news agency reported on the 13th of the month that the Chinese government decided to establish the Immigration Law on Investment and Technology by the general office of Standing Committee and general office of State Council as follow-up measures of guidelines for nationwide talent selection plan. China struggling with a population problem plans to establish the immigration law for immigration and settlement of overseas Chinese or foreigners. It is an epoch-making measure. A definite substance of the investment immigration law hasn’t been become known yet. According to the rumor, when people invest specified amounts like USA, Canada, Australia and New Zealand, the Chinese government will grant an Alien Registration Receipt Card to them.

According to Xinhua news agency, the talented people subject to new technology immigration law will be involved in the areas of △IT △ Bio Engineering △Advanced Materials Science and Engineering △ Advanced manufacturing technique △Aerospace Engineering △ Financing △ Law △International business △ Science Technology.

In addition, China will construct ‘Foreign high brain internet network’ and make ‘Attraction Agency Organization’ based on overseas Chinese.

To attract the talented people to Beijing, the municipal authority would amend the regulation that doesn’t issue the register certificate to countryside college graduates who work for foreign companies in Beijing. So, it planed to issue the register certificate to them who are engaged in IT, Software, Environment, R&D and multinational corporations from this year. The Beijing authority grant the register certificate within the limited scope only when the countryside graduates are engaged in a national corporation, but didn’t give the certificate to graduates who work for foreign corporations. If no Beijing certificate of register despites living in Beijing, people cannot benefit by unemployment compensation, medical insurance and children education benefit.
