Gov¡¯t official justifies critical memo

Sok Jong-Keun, chief of the guidance section of the Jinhae City Election Commission, who wrote a memorandum criticizing the administration to President Kim Dae-Jung through the Cheong Wa Dae Internet page, says that sending the memo was a natural duty of a government official receiving pay from the state.
