Bush Wants the Support; Jiang Wants to Keep His State

▽ Background=The reason why the two countries, which started as the ‘strategic rivalry relationship’ after the President Bush took his office, are having summits this often is their needs are met.

The President Jiang needs to get the most out of this summit in order to keep his influence before the 16th National Representatives Convention in next month. The President Bush needs to get support of China for the war against Iraq.

The two countries already finish all the preliminary works for the success of this summit. China announced a law to control exporting missile parts and related technologies before the visit of the US Deputy Secretary of State, Richard Amitage.

America also announced that she added the ‘East Turk Islam Movement,’ which had been doing independent movement at Wigur Autonomous District in Sinjang, China, while the Deputy Secretary Amitage was visiting China.

▽ Discussing the War against Iraq=China kept stating that she objected to the international terror after the 9.11 terror. However, she has been insisting ‘to solve through the UN’ about expanding the war to Iraq. The President Bush considers getting support or silent agreement for the war against Iraq as the most important objective of this summit.

There is a fat chance to get an agreement because interests of both countries are met at the prohibition of massive killing weapons including nuclear weapons and missiles.

▽ Issues on the human rights and religious freedom=The issues on human rights, on which both countries traditionally showed different opinions, seems not to be stood out big. That is because America already took an important conceding action to add the ETIM to the terror groups` list. Such action of America is predicted to influence also on the issues about Tibet.

About the issue of the Parungung, which is considered as a heresy organization by China, both countries seem to agree at the level that America stresses on the principle of the ‘religious freedom,’ and China does not comment on the American policy like that.

▽ Issues on Taiwan=China wants to reconfirm the Shanghai Joint Statement, which stated that the ‘Taiwan is a part of China,’ from America after the speaking of the ‘independent Taiwan’ by the Taiwanese Generalissimo, Chen Sui Ben on August.

It is predicted that America will accept the request like that from China, but she will stress that ‘the Taiwanese issues must be solved peacefully,’ and conclude it.
