U.S.-Russia Began Negotiation for New Security Strategy

The U.S. and Russia started their overall negotiation for the new frame of the new security system, which will replace that of the cold war era.

The negotiation was set by the agreement between U.S. President George Bush and Russia President Vladimir Putin at the summit talk in Genoa to connect the issues of the U.S. MD system and the reduction of the nuclear weapons in the future negotiation.

The U.S. and Russia held working group negotiations for a new security strategic system in Washington in the morning and the afternoon yesterday. The negotiation will continue today.

9 delegates from the U.S. Defense Department and 10 delegates from the Russia`s Defense Ministry took part in the negotiation. The agendas of the exclusive negotiation include the MD plan of the U.S., the alternative measure to the Anti-Ballistic Missile system that prohibits the MD system, and the measures for the reduction of the nuclear weapons.

The Military spokesperson revealed at the regular briefing that the Washington negotiation is for the Defense Ministerial meeting in Moscow on August 12-14. It is noteworthy if they may reach an agreement to establish a new strategic frame, resolving the differences between the two countries in the revision of the ABM agreement and the MD system.

Russia strongly opposed against the U.S. MD system saying that `it`s only for the strategic supremacy of the U.S. and eventually brings about the arms race` but has recently eased its criticism after the U.S.-Russia summit on July 22. The Russia Defense Minister even hinted the revision of the ABM system if it would not threat the security of Russia.

The two countries will discuss the new strategic security negotiation in full scale from the Defense Ministerial meeting.

The third stage of the negotiation would be the meeting of U.S. Secretary of State Colin Powell and Russia`s Foreign Minister Igor Ivanov in Washington, September. And the final stage of the negotiation will be the Putin`s visit to Washington in the fall and the APEC summit talks in October.
