Far From Full

An apartment complex in the southern Seoul suburb of Yongin, Gyeonggi Province, looks dreary at 8 p.m. Tuesday, with houses with lights on outnumbering those with lights off. From early last month, homeowners were allowed to move in but just 80 of the 600 units have been filled.
