Regarding the Constitutional Court’s ruling that the capital relocation project is unconstitutional, President Roh said on October 21, “This is a brand new theory, and we need to take ample time to review this matter.”

Cheong Wa Dae spokesperson Kim Jong-min said, “The president’s remarks after watching the live TV broadcast of the Constitutional Court’s ruling procedures indicated that he could not understand the court’s logic of relating the capital with common law.”

Kim announced the official position of Cheong Wa Dae directly after the court’s ruling, saying, “We will deliberate on this issue with an in-depth review of the content, purpose, justification, and implication of the court’s ruling. This process will involve the public’s and the government-ruling party’s consultation.”

Meanwhile, Cheong Wa Dae is reportedly reviewing ways to allow President Roh to express his stance over this issue in person by next week, following a senior advisors and secretary council and a Cabinet meeting.
