Bush`s Guarantee Letter Delivered to Kim, Jung-Il

As George W. Bush, the President of the United States, suggested a bold support arrangement on the premise of North Korea`s disclaim on its nuclear development, it has been known that the U.S. Administration has presented to North Korea and the major countries a plan to provide a guarantee letter to display their intention of not attacking North Korea.

On this very same day, President Bush met with the press at the White House stating, “I want to remind the Americans that I have ordered Collin Powell, the Secretary of State, to take the bold initiative into action including talks about energy and food aid even before North Korea made its decision on the nuclear development.”

“I hope to resolve this crisis in peace and thus anticipate North Korea to remove the armament and not to continue with their nuclear development. If they choose to do so, then I will reconsider whether or not I`ll start the bold initiative that I talked to Secretary of State, Collin Powell about”, he added.

In relation to this, Japan`s Gyodo Communications reported that the U.S. presented to North Korea and major countries its plan to guarantee North Korea`s reform in document in order to resolve the North Korea`s nuclear crisis.

Gyodo Communications, quoting from one of the high rank official`s statement of the U.S. Administration, reported that the guarantee on North Korea`s reforms would be in a form of letter from President Bush to Kim, Jung-Il of North Korea. It also reported that he U.S. has delivered this proposal to North Korea through the UN North Korea Team and two member countries of the European Union as well as through the foreign channels such as Australia but has not received a reply.

“There`s no substitute for communication in resolving this North Korea`s nuclear problem,” stated U.S. Assistant Secretary of State James Kelly, the top U.S. envoy for Asia.

In relation to this kind of series of movements, Now York Times analyzed on 15th, that “This new proposal by President Bush reflects the U.S. Administration`s decision to focus on the problems of Iraq by resolving the North Korea`s Nuclear Problem in peace, ending the dispersed opinions within the Administration”.
