Incheon Ariport, 45 percent of Its Service Contracts Are Private Contracts

It is reported that Incheon Airport Public Corp., which is now creating a stir related to the unfair selection of priority partner for free land, made its 45 percent of contracts through Private Contracts other than public tender.

According to the report on the 20th, that is priory submitted to a member of National Assembly Lee Youn-Seoung (the Grand National Party) from the Incheon Airport Public Corp., Incheon Airport made 15 contracts (45.5 percent) out of 33 contracts as private contracts. The contracts include building management and operation of the airport. The total of the private contracts is 92.5 billion won, which is up to 39.3 percent of the total 235.5 billion won.

Besides this, Incheon Airport Public Corp. concluded 3 private contracts out of four contracts (total 1 billion and 820 million won) concerning core system and communication valuation service.

Total number of the companies under the private contracts are 19, and 9 of the companies were branch companies of Samcung and Hyundai: Hyundae Mobis (elevator management), Hyundae Heavy Industry (environmental system), Samsung SDS (electronics management) etc.

Especially, it was disclosed that the most of the private contracts could have been handled by small businesses since those included many simple and easy business such as incineration, elevator and accessory building management.

Related to this, Incheon Airport is reported to have made new rules on April, just before the selection of the out source business companies. They made new rules so that Incheon Airport Publci Corp. can make a private contract with president`s approval when a certain company showed excellence during the Airport construction.

Member of National Assembly Lee said, ``it is not understandable that the public Corp. made new rules, and made its half of contracts that guarantees huge profit for three years as private contracts.``

In response to this, Incheon Airport insisted that ``we made a private contract for adaptation software and system business for the special character of Incheon International Airport. The free contracts also aim at swift recovery in the case of emergency. In the case of plant business, we also made a private contract in order to ask a proper responsibility when defects are found.``

We made new regulations in order to give incentives to the companies who met our needs such as good quality and short period; however, we did not select companies according to the incentive system, the Incheon Airpor insisted.
