``The government departments must be operating as one body in a organic cooperation.``
The Policy Evaluation Committee (chairperson Mr. Cho Wan-Kyu) and the Office for the Government Policy Coordination (GPC) held a meeting `The Evaluation Report of the Government Operation in the First Half of 2001` with the presence of Prime Minister Lee Han-Dong at the Central Government Complex yesterday and reported its evaluation outcomes on the 46 major policies of the 40 government offices.
A related official of GPC commented that most major policies have been carried out without serious problems but emphasized the cooperation and the coordination among the government departments as for the improvement.
For example, to prevent the overlapped investment in the IT industry, Bio-Technology, Nano Technology, the coordinating function of the National Science and Technology Committee has to be activated to adjust the science and technology policies and the research and development projects. And when establishing a foreign and trade policy, the government departments are necessary to cooperate with each other and to collect more public opinions from inside and outside.
The report also indicated the inefficacy of the government operation by the duplicated investments of the government offices. Therefore various offices related to the information services such as Information Committee, Government E-Special Committee, and E-Trade Policy Committee requires more organized cooperation with each other.
The Ministry of Labor and the Ministry of Education and Human Resources Development are also recommend to cooperate with each other for the organic relations between the human resources development policies and the education policies.
In addition, the reported pointed out that the cooperative effort to eliminate the conflict elements before the illegal mass activities occur has been lack among the related government offices.
