All contenders for IMT-2000 are required to form a consortium to be selected as operator of the international mobile telecommunications business. Also, companies affiliated with the nation`s top 30 chaebol groups will be considered as the same contender and can participate in only one consortium, according to the criteria.

The Ministry of Information and Communication finalized the criteria to screen the applicants for IMT-2000. According to the screening standard, whether the contenders will establish a new company will be considered with high priority.

In particular, stability in constitution of shareholders and distribution of stock ownership will be given 4 points each, but companies that fail to form a consortium will be given no score. The stability in constitution of shareholders will focus on whether decision-making processes for investment, capital increases and personnel management will be speedy and stable.

The distribution status of stock ownership will be based on the breakdown of shares among key communications carriers, small and medium-sized info-communications firms, telecommunications equipment manufacturers and contents providers.
