On Feb. 17th, Justice Minister Shim Sang-myung is being perplexed before a congressional judicial committee at the endless criticisms by Congressmen from both parties, accusing the prosecution of its decision not to launch an investigation into the Kim administration`s "secret wiring to North Korea" scandal.
