IAEA Chief in Beijing

International Atomic Energy Agency chief Mohamed ElBaradei attends an international conference in Beijing organized by the U.N. nuclear watchdog yesterday. He warned that North Korea could restart its nuclear facilities within months, and said he hopes openness shown by the U.S. government will help resume the six-way nuclear talks with the North.
