Wind Chill Factor Hits Minus 24.5 Degrees in Seoul Today

A cold spell made young women on a street of Myeongdong, Seoul, quicken their steps, shrinking with cold and tightening their collars yesterday. According to the Korea Meteorological Administration, February 1 would be the coldest day of this winter nationwide, while a wind chill factor in the morning plummeting to 24.5 degrees Celsius below zero in Seoul.
