Cabinet Council without the President

President Roh Moo-hyun’s seat remained empty during the Cabinet council held in Cheong Wa Dae on September 14. Under the principle that ordinary Cabinet councils will be held under the supervision of the prime minister, for the first time since his inauguration, President Roh was absent for the Cabinet council.
