The police arrested thirteen people who were the representative of the travel agency and the gangsters. They went to Thailand and fought other gang members of Thailand in order to retaliate for what the representative of the travel agency had been violently bitten by the gangsters in Thailand before.

The police in Seocho police station in Seoul put six people, Jeon who was 36 years old and the representative of the travel agency with other five, under restraint on April 17 on charges of breaking the law of vandalism and violence. The police also asked to issue a warrant for Park, who was 28 years old and a member of gang named The New Eagles pa, and booked six people including Kwon (29 years old) on charge without physical restraint.

According to the police` allegiance, in the afternoon of December 3, 2002 (local time), Kwon and Hwang (35 years old), who operated a herb clinic and a shopping center in Thailand, bit up Jeon by a baseball bat at the office of D shopping center who was operating the travel agency in Seoul and Thailand. They bit Jeon because they had bought a Mercedes Bentz car to him and had given him KRW 43 million on the condition that Jeon would bring tourists to them. But Jeon had not kept the promise that he neither had brought tourists nor sent money back to them.

Jeon had visited again Thailand to retaliate for that with Park, who was 34 years old and belonged to the gang named The Chungryangri pa, and the other Park belonged to The New Eagles pa including 2 other men in the end of February. They had fought Hwang and other 6 people at the lobby of Mochancode hotel at Bangkok in Thailand around 8 P.M. February 28. In this fighting, Kwon shot the 38 Gun and wounded Park in his thigh.

The police asked the Inter-Pol for the cooperation in arresting the other four men staying in Thailand who were arrested yet.
