America and Israel has been keeping eye on this nuclear power plant with satellites for seven years since the start of the construction in 1995. According to the recent satellite picture readings, even the dome of the power plant was shown in the picture, so the two countries is predicting that it will be operable as early as the end of next year.

The nuclear power plant construction techniques can be used to produce plutonium for nuclear bombs, fuel for nuclear weapons, or reinforcing firepowers; therefore, America worries that there is a chance for this plant to be changed into a nuclear weapon producing factory.

A newspaper reported that there were two opinions within the Bush administration that containment offensive should be done, or it will just incite anti-Americanism without any substance.

On the other hand, Israel has a strong standpoint that they will not allow the power plant to be run. Israel stipulated few weeks ago, “The Bucer power plant is a threat to our national security.” The daily Harets reported quoting an Israelite government official, “We can use armed forces if necessary.” Israel had a precedent that it destroyed a nuclear plant near the Iraqi capital Baghdad using fighters like F15 and F16 in 1981.

The US CIA insists that they secures enough evident that the Russian scientists are providing nuclear bomb building techniques, know-how, and raw materials to Iran through this plant. The President Bush already mentioned about this to the President Vladimir Putin during the Moscow Get Together on May. However, the President Putin refuted that, “It is just to help the energy supply of Iran.” If America strikes first against this facility, the recent honeymoon of America and Russia will be cooled down rapidly.

Experts warn that since the completion of this plant is getting closer, there are not many choices left for America to choose from. The director John Pike of a civil military affairs research institution, Global Security said, “There are only two choices whether America or Israel attacks the Iranian nuclear facility or officially recognize Iran as a nuclear armed country.”
