Officials, Conflict on Guaranteeing `Three Rights of Labor` With Company.

National Confederation of Officials Association (NCOA, Chairman Cha Bong Chun)

which is an official group of below 6 grade, inaugurated National Official Labor Union at Koryo university auditorium in Seoul, therefore conflict between `labor union-government`, ` labor union-labor union` is expected.

Police defined National Official Union as an illegal group and arrested 174 labor union members at the inauguration spot and is investigating 110 members including 65 representatives.

The police will take strict measures against its leader, as official labor union is an illegal group, violating national official law and local official law, and is committing trespassing.

Ministry of Government Administration and Home Affairs (MOGH) is promoting related legislation by containing officials in office association individually and by group, therefore MOGH says that the Korean Confederation of official labor unions (KCOLU, Chairman Lee Jeong- Chun) and National Officials labor union are illegal groups.

MOGH concerned stated, “the right of group behavior can`t be admitted following National Official law” and “it is same, even though nationwide confederation is established”.

On the contrary, National Official labor union is confronting saying,“ the right of group negotiation without the right of unification, the right of negotiation without the right of group behavior is meaningless” and “government should abolish office association law which includes poisonous articles against formation of labor unions and admit establishment of labor unions”.

Following this, conflicts between government and National Official Labor Union as well as between two official labor unions is expected to turn serious.
