Fukuda Yasuo, Chief Cabinet Secretary of Japan, declared that it is difficult to change the Japanese textbook authorization system at this point in response to President Kim Dae-Jung`s insistence on resolving the history textbook problem.
In response to President Kim`s comment on the need for both nations to get involved in resolving the problem at the New Year Press Conference, Mr. Fukuda said, "Presently, we have no plans to change (Japan`s) textbook authorization system. There are many views on the involvement of the states, but the problem is not so simple, at least for Japan."
