650,000 people have not paid health insurance, although they have income. This led to the financial loss of the health insurance up to 150 billion won per year. According to the report submitted to Assemblyman Kim Hong-Shin, member of the Health and Welfare Committee at the National Assembly, by the National Health Insurance Corporation (NHIC), 650,000 people did not pay the health insurance. Although these people reported a composite income tax to the Office of National Tax Administration, they did not pay since they were registered as dependent family members under the name of son or wife in the family insurance.

Among 650,000, 21,616 people had the annual income of more than 20 million won, and 1389 had the annual income of more than 1 billion won. When the annual income is over 20 million won, one has to pay at least 83,900 won per month. If the annual income is over 1 billion won, one has to pay 173,200 won per month.

NHIC stated that ``according to the existing standard for the dependency claim, people, who are over 60 years old with an independent business, can register as a dependent member to the family members who are employed. This caused the problem. Through the change in the standard, this will not happen as of July.``
