Elementary school kids in Kangwon Province of North Korea eat rationed biscuits eagerly. An official of the World Food Program (WFP) who recently visited North Korea told a press conference in Beijing on Monday that North Korea is meeting with its worst situation since it suffered a severe famine four years ago because the country is expected to harvest only two-thirds of required grains due to the shortage of fertilizer and a spring drought.
