Is Kim Jong-Il responsible for Korean War?

Prof. Hwang Tae-Yon of Dongguk University delivers a keynote speech at a symposium hosted by the 21st Century Northeast Asian Peace Forum, a research group of National Assemblymen, on Tuesday.
