Disgraced superintendent

Kwak No-hyun, superintendent of the Seoul Metropolitan Office of Education, looks gloomy while leaving his office in downtown Seoul Thursday. The Supreme Court upheld his conviction by a lower court on a one-year prison term for bribing a rival candidate in return for the latter dropping out of the election for superintendent.
