Quoting a Japanese source, Japanese daily newspaper Yomiuri Shimbun reported the three countries will bear all the expenses of dismantling the nuclear facility and discarding nuclear waste if North Korea gives up its nuclear ambition.
According to the newspaper, the U.S., South Korea, and Japan will put forward this option as well as economic aid to North Korea on the table at the next six-party talks.
The three reportedly discussed about it at the three-party working level talks in Tokyo, Japan in September. The three will ask China and Russia to take part in the plan, according to the newspaper.
According to a source, the proposal requires nuclear facilities in Young-byun and the enriched uranium nuclear facility that is allegedly admitted to exist by North Korea to dismantle.
