President Roh publicly made it clear that he would not extend the term of Independent Counsel Song any longer, leaving yet another terrible precedent in history. At the same time, he cast a dark shadow over the future landscape of the domestic politics. A fierce war of partisanship is certain to ensue. In addition, South Koreans have already begun to be divided according to their political position. In short, a severe aftermath will hit the whole nation for some time to come.
It is President Roh that should take the ultimate responsibility for all the situations. When he endorsed the appointment of Independent Counsel Song, despite severe opposition from his fellow Millennium Democrats, he stressed the "politics of trust" and was quoted as saying, "I have no other option. I have to trust the opposition party," indicating the Grand National Party. In the end, however, he contradicted himself—even in the face of the strong demand by the opposition party for extension, he announced that he would terminate the ongoing investigation, sparking divisions and disharmony among South Korean citizens. His irresponsible conduct is not forgivable in any way.
President Roh could have avoided all these discords and disputes. But he himself gave up the opportunity. Even Justice Minister asked him to give more time to the Independent Counsel. He rejected the recommendation. Ironically, Roh cited some legal theories as grounds for his decision. To his dismay, his excuse does not sound persuasive to us at all. Actually, things began to fall apart when Roh met the Counsel and discussed the pending case. Our common sense does not understand his behavior.
Roh also keeps silence as to who or which agency should take up the investigation of the Independent Counsel. Interestingly, President Roh said that he would accept another appointment of an independent counsel. His contradicting conducts do not make any sense. In reality, there is almost zero possibility that another would be appointed. The chances will become much slimmer unless President Roh gives up his demand that a new counsel should examine only the bribe scandal involving 15billion won.
Whoever leads the investigation, it will take a long time to resume it. In the meanwhile, we are worried, how much cost should we have to pay for Roh`s decision? His decision will irreparably damage his leadership, or people will interpret it as a token of his limited ability. President Roh may earn something out of his refusal. But he will pay much more down the load.
