U.S. Secretary of State Madeleine Albright revealed her plans to visit North Korea some time at the end of this month through the briefing that followed the North Korea-U.S. meeting. She also stated that although the time frame has not been decided, President Bill Clinton hopes to visit North Korea, as well.
Albright further mentioned that Clinton would plan such a visit once the pending issues progress toward resolution.
Among the diplomatic circle in Washington, D.C., some suggested the possibility of Clinton's visit to North Korea following the Asian Pacific Economy Cooperation meeting next month in Brunei. The APEC meeting is Nov. 15-16, and Clinton plans a visit to Vietnam on Nov. 16-18.
Following is a briefing by Albright at a press conference with Wendy Sherman, the White House Counselor on North Korean Affairs.
INTERVIEW:
Has the government decided on additional food-aid for North Korea?
"We have always provided food aid for the hungry according to the request by the World Food Program, and we will do so for North Korea, as well."
What has been agreed to concerning setting up a mutual inter-communication office?
"We have discussed the establishment of a diplomatic channel, and some progress has been made. However, it still needs further talks."
Will North Korea be removed from the list of terrorist nations?
"The talks concerning the terrorist state status have been positive. However, before President Clinton removes North Korea from the terrorist state list, there are certain measures that North Korea must adopt. North Korea is aware of what they are, and the U.S. laws concerning them are very clear."
Is the U.S. continuing to talk with North Korea concerning the Red Army kidnapping issue?
"The U.S. has made our position clear on the issue."
Why did North Korea announce the joint declaration first?
"It was due to the time difference. When North Korea made the announcement, it was 4 a.m. in Washington, D.C. How could we announce the joint declaration at such time? It is not much of an issue."
Does North Korea have any intention of relocating the armed forces near the DMZ?
"The issue of building trust is being discussed at the inter-Korea ministerial meetings."
Is the normalization of relations with North Korea partial or comprehensive?
"We are taking it step by step. Although North Korea has progressed to a certain point, there needs to be further progress in issues of greater concern to the U.S."
