Collapse or cancellation?

These Google Earth images display views of the construction site of a softball court at Mankyungdae district of Pyongyang, North Korea. The left photo was taken in December 2009 and the right one in July 2010, and two thirds of the frame structures were seen damaged. The structure is believed to have collapsed due to construction defects or have been dismantled by the authorities due to its use change. Construction of the facility started before 2000, but the project has yet to be completed.
