During the missile negotiations between North Korea and the U.S. in July of 2000, Robert Einhorn (right), then the U.S. State Department assistant secretary for nonproliferation, talked with North Korean delegation leader Jang Chang Chon, who was the North Korean foreign ministry’s chief of the American Bureau.
