Amid a cold wave watch issued in certain central areas Tuesday, Mount Mudeung in Gwangju, South Jeolla Province, saw ice walls and icicles. The warning was lifted around 11 a.m., with most regions forecast to show above-normal temperatures Wednesday and Seoul to see the mercury rise to 4 degrees Celsius. With winds blowing from the southwest, atmospheric conditions will stay unstable and cause sporadic rain or snow in certain areas. The Korea Meteorological Administration said that when rain and snow stop, the cold continental articyclone will expand to create cold weather for a while.
