거짓을 진실처럼 들리게 하는 ‘Doublespeak’

‘간통’ ‘고문’ ‘대량해고’ ‘낙태 찬성’보다는 ‘부적절한 관계’ ‘물리적 설득’ ‘규모의 적정화’ ‘여성의 선택권 옹호’가 훨씬 교양 있고 지적으로 들린다. 이처럼 상대방의 심기를 불편하게 하지 않으면서 공격받을 위험으로부터 벗어나려고 드러내는 것만큼 감추고 말하는 것을 Doublespeak이라고 한다. Doublespeak은 미국 정가에서 특히 애용된다.

간통죄는 법률용어로는 criminal conversation이고, 일반적으로는 adultery라고 한다. 불륜은 immoral intimacy, 혼외정사는 extramarital love affair다. 그러나 언제부턴가 영어고 우리말이고 간에 이런 것들을 대신하는 하나의 표현이 등장했다. ‘부적절한 관계(inappropriate relationship)’다. 미국 구어에는 ‘Her husband is seeing another woman(그녀의 남편은 불륜을 저지르고 있다)’이라는 말랑말랑한 표현도 있다. 좋게 말해서 완곡한 말투(euphemism)이고 나쁘게 말하면 겉 다르고 속 다른 말(crafty doublespeak)이다. My husband and I have been married for 19 years. During this time, he has had a series of what one term inappropriate relationships with women. But I never believed anything sexual was going on. (남편과 저는 19년 전에 결혼했어요. 결혼생활 내내 남편은 여러 여자와 이른바 ‘부적절한 관계’를 가졌어요. 하지만 성적인 관계까지 갔으리라고는 한 번도 생각하지 않았어요.) *term = call· name ‘부적절한 관계’란 표현이 공식적으로 사용됨으로써 세상에 널리 알려진 결정적 계기는 1998년 8월17일 빌 클린턴 대통령의 대(對)국민연설이다. Good evening. This afternoon, in this room, from this chair, I testified before the office of independent counsel and the grand jury. I answered their questions truthfully. I answered their questions truthfully, including questions about my private life, questions no American citizen would ever want to answer. Still, I must take complete responsibility for all my actions, both public and private and that is why I´m speaking to you tonight. As you know, in a deposition in January, I was asked questions about my relationship with Monica Lewinsky. While my answers were legally accurate, I did not volunteer information. Indeed, I did have a relationship with Ms. Lewinsky that was not appropriate. In fact, it was wrong. Mr. Clinton´s sin can be forgiven, but he must start by admitting to it and refraining from legalistic doublespeak. According to the Scripture, the president did not have an “inappropriate relationship” with Monica Lewinsky - he committed adultery. He didn´t “mislead” his wife and us - he lied. Acknowledgment must be coupled with genuine remorse. A repentant spirit that says, “I´m sorry. I was wrong. I won´t do it again. I ask for your forgiveness,” would go a long way toward personal and national healing. ‘부적절한 관계’란 표현을 유행시킨 빌 클린턴. doublespeak 또는 doubletalk의 사전적 의미는 ‘둘러대는 말’ ‘얼버무리는 말’ ‘애매하고 모호한 말’ ‘앞뒤가 맞지 않는 말’ ‘속 다르고 겉 다른 말’이다. 간혹 ‘겹말’이라고 번역하는 경우가 있는데 적절치 않다. 겹말은 ‘처갓집’ ‘고목나무’ ‘살짝 선잠이 들다’처럼 같은 뜻의 말을 중복해 사용하는 것을 의미한다. 영어엔 ‘false lie(가짜 거짓말)’, ‘speak all at once together(모두 함께 말하다)’ 등이 겹말이다. ‘이중언어’라고 번역하는 것도 적절치 않다. bilingual(2개 언어를 말하는 사람)과 혼동될 가능성이 있다. ‘거짓을 진실처럼 들리게 하는 정치언어’, 경우에 따라서는 ‘이중으로 당의(糖衣)된 표현’이 적절하다고 본다. Doublespeak의 예를 살펴보자. identity theft(ID카드 도용)는 unauthorized withdrawal(허가받지 않은 예금인출), a criminal(범인)이나 a outlaw(무법자)는 a failure to comply with law(법을 준수하지 않는 사람), firing of many employees(피고용인 대량 해고)는 right-sizing(규모의 적정화)이나 downsizing(규모 축소), a phone sex operator(폰섹스 교환원)는 a woman at the other end of the discussion(대화 상대 여성) 등으로 표현한다. 수직으로 전개된 반인간 발명품? 한편 정치적인 Doublespeak는 ‘국가 선전 목적을 위해 사실을 조작, 왜곡해 대중을 기만하는 속과 겉이 딴판인 말의 기교’를 의미한다. 1982년 레이건 대통령은 MX missile을 peacekeeper(평화수호자)라고 했다. 이 같은 예는 더 있다. killing(살인)→unlawful or arbitrary deprivation of life(생명의 비합법적 혹은 자의적 박탈), torture(고문)→tough questioning(모진 심문)/physical persuasion(물리적 설득)/enhanced interrogation techniques(강화된 심문 기술), bombs(폭탄)→vertically deployed anti-personnel devices(수직으로 전개된 반인간 발명품), assassination(암살)→wet work(손 적시는 일) 등. 온라인 백과사전 위키피디아(wikipedia.org)는 doublespeak를 이렇게 정의하고 있다. The word doublespeak was coined in the early 1950s. It is often incorrectly attributed to George Orwell and his 1948 dystopian novel Nineteen Eighty-Four. The word actually never appears in that novel; Orwell did, however, coin newspeak, oldspeak, and doublethink, and his novel made fashionable composite nouns which were previously unknown in English. One of the central insights of George Orwell´s classic novel Nineteen Eighty-Four concerned the manipulative use of language, which we now call “doublespeak” and “Orwellian.” That novel tells the story of a totalitarian state in which government agents monitor all aspects of citizens´ lives. The three doublespeak slogans of the state are seen on posters everywhere: (1)War Is Peace (2)Freedom Is Slavery (3)Ignorance Is Strength. (조지 오웰의 고전소설 ‘1984년’의 중심사상의 하나는 오늘날 우리가 ‘거짓을 진실처럼 들리게 하는 정치언어’ ‘오웰식 표현’이라고 하는 언어 사용의 교묘한 조작에 관한 것이다. 이 소설은 정부관리가 인민 삶의 모든 면을 감시하는 전체주의 국가에 관한 이야기다. 여기저기 널려 있는 포스터에는 doublespeak로 표현된 세 개의 슬로건이 보인다: (1)전쟁은 평화 (2)자유는 예속 (3)무지는 힘. 의미를 위장하려는 정치적 목적 Doublespeak is language deliberately constructed to disguise or distort its actual meaning for political purposes: words, that is to say, which not only had a political implication, but were intended to impose a desirable mental attitude upon the person using them. Such language is often associated with governmental, military, and corporate institutions and its deliberate use by these is what distinguishes it from other euphemisms. 백악관은 ‘자살 폭파범’을 ‘살인 폭파범’으로 표현했으나 공감을 얻는 데는 실패했다. Throughout the Cold War both sides have specialized in doublespeak. State communist regimes regularly called their party states “democracies” or “people´s republics,” and regularly uses Newspeak and doublethink to legitimate their regimes. In the West, the Department of Defense replaced the Department of War after World War II and terms like the “Free World,” “independent nations,” or “allies” have been used to describe repressive dictatorships friendly to the capitalist democracies. A word/phrase that is politically unsuitable or offensive is sometimes replaced with an alternative, inoffensive euphemism, or falsely innocuous. as in “liquidate the kulaks” used by the Soviets to conceal its democides. (냉전기간을 통틀어 양 진영은 전적으로 Doublespeak를 사용했다. 공산주의정권은 자신들의 일당독재국가를 democracies(민주국가) 혹은 people´s republics(인민공화국)라고 칭했다. 서구에서는 제2차 세계대전 후 the Department of War(육군성)를 the Department of Defence(국방성)로 대체했다. 인민을 억압하는 독재국가나 자본주의 민주국가에 우호적인 나라들에는 Free World(자유세계), independent nations(독립국가), allies(맹방) 등으로 칭했다. 정치적으로 적절치 못하거나 공격적인 어구가, 거슬리지 않고 완곡하며 해가 되지 않는 것처럼 들리는 위장표현으로 대체되기도 했다. 한 예로 소련은 ‘부농(富農) 말살(kulak democide)’을 숨기기 위해 ‘부농을 정리하다(liquidate the kulaks)’라는 표현을 썼다. 북한의 정식명칭은 조선민주주의인민공화국(Democratic People´s Re- public of Korea), 국제사회에서는 보통 북조선(North Korea)으로 표기한다. 중국의 정식명칭은 중화인민공화국(People´s Republic of China), 쿠바의 정식명칭은 쿠바공화국(Republic of Cuba)이다. 미국의 the Department of War는 1789년부터 1947년까지 land forces(육군)를-나중에는 air forces(공군)까지-관장하는 부처였다. 1949년 the Department of Defense로 개칭됐는데, 앞에서 the Department of War를 ‘전쟁성’이라고 옮기지 않고 ‘육군성’이라고 옮긴 이유가 여기에 있다. democide는 하와이대 정치학 교수 룸멜(Rudolph Joseph Rummel)이 만든 조어로 정부가 자행하는 집단학살과 대량학살 같은 무차별살육(the murder of any person or people by a government, including genocide and mass murder)을 의미한다. *cide(죽임·살해): suicide(자살), patricide(아버지 살해) matricide(어머니살해), homicide(살인), genocide(인종·국민에 대한 계획적인 집단학살), politicide(정치적 학살), bullycide(폭력이나 따돌림에 희생된 학생의 자살), aborticide(낙태), insecticide(살충제), pestcide(농약·살충제) ‘pro-life’ vs ‘pro-choice’ Police and court officers use jargon and terms of art that can be seen as doublespeak cover up corruption or brutality. “Fines on the spot,” for example, are bribes taken during traffic stops, though the Blair administration of the British government used the same term genuinely to describe fines for anti-social behaviour. What police call “aggressive enforcement” may be called “racial profiling” by others. To “pacify” someone, euphemistically, is to subdue him by force. Political groups often use neologisms to frame their views positively and to discredit their opponents´ views. One of the most prominent and heated examples is the U.S. abortion debates: Those advocating restrictions on abortion label themselves “pro-life”, seeing the term “abortion” or the idea of “aborting a pregnancy” as euphemistic for “murder of an unborn child” and leaving their opponents, who do not view the human organism as being its own person in pre-natal stages of development, and who see the issue as being not about life or death but primarily about women´s rights. Using a similar tactic, those advocating abortions reduce this highly charged and highly complex moral and ethical issue in their own way to a convenient sound byte that redirects emphasis to their own concerns by labeling themselves “pro-choice”, leaving their opponents, many of whom are women themselves, and who see women´s rights as completely unrelated to what is for them a life and death matter. Members of either side are commonly heard expressing views that the other camp´s self-label is dishonest. Doublespeak의 전문용어화 Doublespeak has been craftily combined with jargonising by coining outlandish technical terms to camouflage what is meant. The narrowly avoided nuclear explosion at Three Mile Island was a “spontaneous energetic disassembly” for Metropolitan Edison. The National Transportation Safety Board called an airplane crash “controlled flight into terrain.” A bill collector was a “persistency specialist” for the Chase Manhattan Bank. (색다른 기술적인 말을 만들어냄으로써 더블스픽이 전문용어와 결합하는 얄미운 양상을 보여왔는데, 이는 의미하는 바를 숨기기 위함이다. 메트로폴리탄 에디슨사는 TMI원자력발전소에서 벌어진 위급했던 핵폭발 위험(the narrowly avoided nuclear explosion)을 spontaneous energetic disassembly(자발적 에너지 분해)라고 표현했다. 전국수송안전위원회는 airplane crash(비행기 추락)를 CFIT(controlled flight into terrain·정상적인 조종 상태에서 지상충돌)라고 한다. 체이스맨해튼 은행(Chase Manhattan Bank)측에는 수금원(bill collector)이 persistency specialist(악착같은 전문가)다.) 1979년 미국 메트로폴리탄 에디슨사의 TMI원자력발전소(Three Mile Island Nuclear Generating Station)에서 일어난 사고는 미국의 상업용 원자력 발전소 운전 역사상 최악의 사고였다. 원자로 냉각수 온도와 압력이 높아지자 이를 완화하기 위해 가압기의 안전밸브가 자동으로 개방돼 냉각수가 빠져나갔다. 사고 후 5일 동안 발전소는 계속해서 방사능 물질을 방출함으로써 주위 환경을 오염시켰다. 이로써 당시 사고 지점 반경 8㎞내에 거주하던 200만명의 주민이 방사능 물질에 노출됐다. 미국 뉴저지주립대학인 러트거스대(Rutgers University)의 영어 교수이며 ‘계간 이중표현 the Quarterly Journal of Doublespeak’의 장수 편집자인 윌리엄 러츠(William Lutz)는 저서 ‘The New Doublespeak: Why No One Knows What Anyone´s Saying Anymore´ llins’에 이렇게 썼다. Doublespeak is language that pretends to communicate but really doesn´t. It is language that makes the bad seem good, the negative appear positive, the unpleasant appear attractive or at least tolerable. Doublespeak is language that avoids or shifts responsibility, language that is at variance with its real or purported meaning. It is language that conceals or prevents thought; rather than extending thought, doublespeak limits it. (doublespeak은 의사전달하는 것처럼 보이지만 실상 그렇지 않다. 그것은 나쁜 것을 좋은 것으로, 부정적인 것을 긍정적인 것으로, 불쾌한 것을 재미있거나 적어도 봐줄 만한 것으로 보이게 하는 언어다. 그것은 책임을 회피하거나 전가하는 언어며, 본래의 취지와는 일치하지 않는 언어다. 그것은 생각을 확장하기보다 숨기거나 방해하는 언어다. 다시 말해서 생각을 제한한다.) 올해 최고의 Doublespeak 골든 래즈베리상(Golden Raspberry Awards)은 미국에서 한 해 동안 제작된 영화 중 최악의 작품 및 남녀주연 등을 선정하는 상이다. 더블스픽에 관한 이와 유사한 상이 있다. 미국 전국영어교사협회의(The National Council of Teachers of English)의 더블스픽위원회(the Committee on Public Doublespeak)는 1974년 Doublespeak Award를 제정한 뒤로 해마다 이 상을 수여한다. ‘전혀 믿을 수 없는, 회피적인, 완곡한, 혼란스러운, 괘씸한, 혹은 자기중심적인 언어(grossly deceptive, evasive, euphemis- tic, confusing, egregious, or self-cen- tered language)’를 구사한 공직자에게 주는 일종의 조소상(ironic tribute)이다.    (계속)

케네디 대통령이 집권한 냉전시기에 유독 Doublespeak이 발달했다. 이 위원회를 설립할 당시 NCTE 사무총장(Executive Secretary) 로버트 호간(Robert Hogan)은 이렇게 언급했다. Behind the appointment of the committee is a resurgent interest in the content of language. The question is not just whether subjects and verbs agree, but whether statements and facts agree. (언어의 속뜻에 대한 관심을 부활시키는 것이 이 위원회의 출범 배경이다. 문제는 주어와 동사가 일치하느냐가 아니라 진술과 사실이 일치하느냐다.) 1984년에 Doublespeak Award 수상자로 미 국방부가 지명됐다. 당시 국방부가 combat(전투)를 violence processing(난폭한 행진), civilian casualties(민간사상자)를 collateral damage(부차적 피해), 그리고 1983년 그레나다 invasion(침공)을 predawn vertical insertion(동트기 전 수직개입)이라고 묘사했기 때문이다. 2004년 수상자는 부시 행정부다. 미군이 이라크 아브 그라이브(Abu Ghraib) 교도소에서 포로들을 고문한 사건에 대해 당시 도널드 럼스펠드 국방장관은 ‘the excesses of human nature that humanity suffers(인간이 겪는 인성의 월권)’라고 모호하게 표현한 바 있다. 2006년 11월26일 워싱턴발(發) AP통신 캘빈 우드워드(Calvin Woodward) 기자의 기사 제목은 ‘Government is mastering doublespeak’, ‘정부는 더블스픽 도통 중’이었다. 미국 정가의 더블스픽을 이해하는 데 큰 도움이 된다. In Washington, words are a moving target that conceal at least as much as they reveal. Doublespeak runs through the discourse on Iraq, terrorism and domestic matters to a point where it′s hard to tell what is going on. The libertarian Cato Institute recently took on the rising tide of fuzzy words in the fight against terrorism, arguing that whatever people think of what the government is doing, it would help to understand what the government is doing.
