The second session of the tenth Peoples National Congress (PNC) that will value the first year of the fourth generations guidance division will be held on March 5 and last 10 days until March 14.
Hu Jintaos government will make a statement about its policies for the first time since its inauguration. The focal points of this meeting will be an amendment of the constitution that will stipulate the protection of private property and Wen Jiabaos first report on how the government has worked for a year.
No personnel changes are expected as they were completely decided last session. The only change is that the former head of Rya-O-Ning, was appointed the director of the seventh standing committee to prepare for the recent PNC. The PNC has been held 26 times since 1978, and its average term has been 145 days. For the efficiency and the curtailment of expenditures, it has been reduced to 10 days this time.
