On November 17, U.S. Secretary of Defense Donald Rumsfeld is looking somewhere else as Defense Minister Cho Young-kil reads the joint communiqué after the 35th ROK-U.S. Security Consultative Meeting at the new Ministry of National Defense building at Yongsan, Seoul. It is said that Rumsfeld differed in opinions regarding current issues such as the troop dispatch plan to Iraq this day.
