The ‘Power Diplomacy’ by the US President George W. Bush is being broken here and there. In the Congress, worries that the military attack to Iraq might be leaped to a full-scale war against the whole Arab are getting bigger. The experts in the academic world warned that the ‘US National Security Strategy,’ which was reported on the 20th, could bring dangerous outcome to justify the preemptive attack by the enemy countries. The New York Times and the Washington Post also asked the President Bush to pursuit diplomatic policies based on supports of the international society.

▽Worries for leaping to the Arabic War=Not only the Democratic Party but also the Republican Congress Men started to institute a possibility of leaping to a full-scale war against the whole Arab.

The Senate Chairman of the Diplomatic Committee (Democratic) said on the 22nd, “The US attack of Iraq eventually brings Israel into the war and it will leap to a Arab-Israel war,” and “if Israel is involved, all Arabic countries will turn their back on America.”

A Senator Richard Shelby (Republican) of the Senate Intelligence Committee also pointed out, “Involvement of Israel means extensive war in the Middle East.”

Israel, who announced that they would strike back if Iraq under the US attack attacked them, surrounded the Palestine Autonomous District Building in the west of the Jordan River on the 19th, and isolated the Head Yaser Arafat again.

▽The danger of the preemptive attack strategy=The diplomatic experts are warning that the ‘National Security Strategy,’ which is the new US national security doctrine, will bring ‘unexpected’ results to induce preemptive attacks of some countries and to incite emulation to develop massive killing weapons.

A professor of the Oxford University Adam Roberts pointed out, “The ‘National Security Strategy,’ which declared the will of America to do the preemptive attack, could be used as a basis for countries with endless struggles such as Russia, India, Pakistan, and Israel to attack the opponent countries unilaterally.”

For example, despite of objection of America, Russia defined the Chechen Rebels, who escaped to Gruziya, as terrorists, and announced that they would attack Gruziya on the 11th.

And there is an assertion that the preemptive attack strategy of America might make the terrorists countries to develop even more powerful weapons.

The Middle East expert Halan Ulman said, “Since the plan of attacking Iraq becomes feasible, Iran, which has been defined as an ‘axis of evil’ like Iraq, makes haste with developing nuclear weapons,” and “the countries, which would not use bio-chemical weapons or nuclear weapons, have higher chance to use those weapons due to the preemptive strategy of America.”

Besides this, experts warned, “The Bush Administration is trying to attack Iraq with out an ‘absolute evidence’ to develop massive killing weapons,” and “the preemptive attack strategy without a strong ability to collect intelligence and public opinion mobilization accompanies a danger of a long war.”
